PROPOSED CAPITAL PROJECT
SJCS - Repair, Renovation and Land Purchase Project Highlights
On Tuesday, December 4, 2007, the residents of the South Jefferson Central School District will have the opportunity to vote on the proposed Repair, Renovation, and Land Purchase Project. The vote will be held at the Clarke Building Auditorium from 12:00 PM through 9:00 PM. Please review the highlights of our proposed project and voter information.
What are the major items included in the proposed project?
*Roof replacements, window replacements, energy efficient lighting, and building repairs in the Wilson, Mannsville, and Clarke Buildings.
*An addition to the Wilson bus garage allowing for the storage of eight additional buses plus the replacement of overhead doors, as well as maintenance area renovations.
*A land purchase of 23.8 acres adjacent to the Middle School along with the development of four multi-purpose fields, three baseball fields, and a new tennis court area.
*The replacement of playground safety gravel with rubber mulch at the Mannsville and Wilson Buildings, district-wide black top repairs, press box repairs, renovations of public bathrooms at the Clarke storage shed, and the redesign of the Middle School entrance and drop off areas.
How much will the proposed project cost?
The cost for the entire proposition is $22,600,000.
What are the qualifications for voters?
*You must be a United States citizen.
*You must be 18 years of age or older.
*You must be a resident of the school district for 30 days or more prior to the vote.
Are absentee ballots available?
*Yes, absentee ballots are available. Please contact the District Clerk at 583-6104 for specific instructions for obtaining an absentee ballot.
What is the fiscal impact for district residents?
The financing of the proposed project will include funds from a variety of sources which include:
*New York State Building Aid from the State Education Department, provided to assist schools with capital construction costs, will cover 86% of the total project costs.
*Incentive Building Aid from the State Education Department, provided to schools that have merged, will cover an additional 9% of the total costs (South Jeff merged in the late 1960’s).
*EXCEL Aid from the State Education Department, provided to schools to assist them with safety and energy related projects, will provide an additional $648,611.
*Reserved proceeds from the sale of the Scholtz Building will provide $100,000.
*Interest income will add over $380,000.
It is anticipated that the project will be entirely funded with sources other than local property taxes.
Because of the proposed energy-saving renovations and other building repairs, we also anticipate a reduction in future expenses to operate our buildings. The proposed project will allow us to spend less on our facilities for many years to come, at little or no cost to residents for renovations and repairs.
